Ordinary Arizona BLM still starts from federal casual use: personal, hand tools, no sale, typical 25/250 cap — then you subtract parks, monuments, tribal land, military land, and state trust land.

Arizona state trust parcels are closer to Utah SITLA than to BLM. A “public desert” photo is not permission.
