House Range trilobites
The House Range west of Delta has a paid trilobite quarry and public shale people treat as BLM. The fee pit is their ground and their ticket. The public shale, if the owner layer says BLM, starts from casual use for common invertebrate fossils.
Vertebrate fossils are not part of that allowance. A trilobite is not a dinosaur bone, and a bone is not a trilobite. Confirm the section, because SITLA sits in this checkerboard. Paid dig vs public land.
